The meeting began at 7:00 at Mike Parks' house.

We began with a visit from Tim Horinko on Benjamin Cross, who was present to discuss the procedure and specifics for a complex deck application. His neighbor was present as well, also to learn the process and to provide comments in favor of Tim's application. A potential concern was raised over a side access to the deck (walkway running from the edge of the garage / driveway back to the deck, along the rear side of the house). ARC may request planting of hedges or something to visually hide or distract views of the side access from the road.

Rob then talked about ARC issues. The ARC hopes to have the results of their walkthrough (which occurred on May 13) compiled by Sunday the 21st. The bulk of the problems was with maintenance items (yard, weeds, mailboxes, trash cans, etc.) Rob will draft a letter for Saundra that can be used as a form letter for all the violations noted (they hope to improve over last year's letter). Rob also mentioned that the ARC only has three active members at this time (Rob, Bill Hudson and Nancy Golden -- Susan Linthicum has dropped off the ARC to focus on Bond issues). Nancy was approached by one person at the annual meeting -- Rob is hopeful that Nancy can contact that person and convince them to join. They definitely need 1-2 more people on the ARC (5 people total would be ideal).

Regarding the house on Cross Meadow with all the lawn issues -- Mike is ready to authorize Koger to mow the lawn for them and send them the bill. Mike also stated [I don't recall his source] that the Townhomes own the land up to their front sidewalks, and that area enclosed by their driveways. This contradicts what Edgemoore told us on a walkthrough last fall [but seems to be borne out by a recent perusal of the Section 5 plans].

Last year, we asked Pine Ridge to mow the strip of FCPA land just west of the model, on Walney Park Drive (and paid extra for it). This year, that strip hasn't been mowed. We need to look into whether Pine Ridge is still charging us for that bit of land.

Kevin reported on the financials, which look good, though one owner is two billing cycles behind in dues.

The seeding / corrective actions that Edgemoore took in the Autumn Glory common area were discussed. The temporary fence seems to keep falling over [though just that day Edgemoore had re-staked all the fence posts]. Overall, the work they've done seems sub-par, especially around the ponds. The county inspector told Susan that they may need "terracing" around the ponds, due to the steepness of the slope towards the water.

David then presented a proposal to redirect drainage on his property (Lot 69) to a different exit point, such that all rooftop runoff would be drained on to common HOA ground (Lot I), rather than exiting through the pre-existing swales into neighboring Lot 67. James, Mike, and Kevin all looked the proposal over, Kevin thought it looked good, and Mike agreed, saying that he appreciated referring this directly to the Board at this stage. Mike wanted to run it by the neighbor on Lot 67 for his comments first.

Other issues: Questions raised about standards we want to follow for judgement calls with regards to ARC issues (lawn maintenance, for example). People have been putting grass clippings on the curb on Sunday, for the Wednesday pickup. Some houses on Benjamin Cross have lost their recycling bins, and haven't had great response from CSI (this from Tim). Mike responded that if it's an ongoing problem and they don't get new bins, the homeowners should contact Koger so that we can lean on CSI. No further news from Amy regarding the yard sale or other social committee activities.

Mike then announced that the time has come for officer elections. Kevin moved that all Board Members retain their current positions, and David seconded. The motion carried unanimously, so the Board officer lineup for the coming year (until April 2007) will remain the same: Mike Parks, President; Jim Jones, Vice-President; David Schuetz, Secretary; Kevin Corcoran, Treasurer; James Ricks, At Large.

Tim then mentioned some thefts in the community. Two weeks prior (on about 5/1/2006), he was out walking his dog, and when he returned, found that someone had entered his garage and stolen some wine and money out of his wallet. Later, he found the empty bottles behind a neighboring lot. At a later date, he actually saw a kid entering the garage, and chased him down the street where the kid got into a waiting car, which drove off. Mike then recounted two similar events on Henry Pond, one where a kid was actually caught (and was recognized -- the kid lives in another neighborhood but was known to the victim). A few houses down, someone had beer stolen from the garage just prior to the Annual meeting in April. The overriding message here is simple -- always keep the garage shut, even if you're just out in the yard or down the street, especially if your garage doesn't face the street.
